Elgin council tells developer: Back to drawing board

That was Councilman John Walters' way of summing up the city council's decidedly negative response Wednesday to a request by developer Grand Pointe Homes for feedback on two proposed far-west subdivisions.

It was the second time in recent months that the council has sent a developer back to the drawing board.

Usually, though certainly not always, developers manage to get a fairly clear sense of what the council will or won't support long before they get a spot on the council's agenda.

But Grand Pointe decided to make use of a little-used procedural option that allows developers to show up at a meeting and ask the council for reactions to their plans, without subjecting themselves to a vote. And despite that council members didn't like what they saw, Grand Pointe's Rick Zirk, the former village president of South Elgin, said he would much rather get feedback early in the planning process than later, after having spent a great deal of time and money.

New Hutchens Hybrid device passes safety testing for NASCAR use

A new Hutchens Hybrid head and neck restraint device has passed safety testing and is now available for NASCAR touring series drivers to use in private tests. Safety Solutions and LFT Technologies will work with teams and develop inventory until July 13, when the device will be allowed for use in competition. The Hybrid will join the HANS device as the only head and neck restraint systems allowed by NASCAR.

The quixotic bid by 72-year-old driver James Hylton to make this years Daytona 500 field will be backed by Retirement Living TV, a Maryland-based network aimed at viewers 55 and up. James spirit is everything that Retirement Television stands for, said Ed Beimfohr, vice president of marketing for Retirement Living TV. We believe that you are never too old to go out and accomplish goals.

A fine on flagrant nonrecyclers

I feel strongly that more supervision is needed at landfills and transfer stations and fines should be imposed on those who flagrantly refuse to recycle ("Dumping cardboard? Better not," Globe South, Feb. 1).

I am a senior woman living in Plymouth, and I sometimes struggle to compact the cardboard for recycling and carry piles of newspapers, bottles, etc., to the various bins. I see other women and elderly men also making the effort to lessen the appalling waste that this country indulges in, so I am very annoyed when I see healthy young men (it always seems to be men rather than women!) throwing cardboard and papers straight into the trash dumpster. Even packing boxes from a move are thrown away! I feel that people who show such disregard for the environment should be fined.
