Push under way to tighten rules on assisted-living facilities

Bob Scotti has thick binders full of medical records, legal forms and state investigatory reports tracking his battles with an assisted-living facility over his late father's care.

Those binders, along with memories that have yet to soften with time, are more than enough to convince Scotti that Connecticut needs tighter controls over assisted living.

Prompted by many such complaints, a growing number of lawmakers and regulators are pushing for changes in the way Connecticut regulates the largely self-governing industry.

Unlike many states, Connecticut licenses the providers, but not the facilities they operate.

The result is a hodgepodge of rules that Scotti and other consumers call impossible to navigate -- especially while coping with the emotional difficulties of a family member's physical or mental decline.


Planned retirement home stirs fears of water runoff

Engineers for a Mechanicsburg company seeking to build a retirement facility in Upper Allen Twp. promised potential neighbors last night that the facility would not worsen storm-water runoff.

The project could even help, Rick Castriano of Alpha Consulting Engineers said during a public hearing that preceded last night's township commissioners meeting.

"Township ordinances and state law won't allow any runoff to affect the neighbors," Castriano said in response to concerns voiced by the three neighborhood residents at the hearing. He said the developers likely would work with Mechanicsburg officials to find solutions to drainage problems.

The project, proposed by the Hollinger Group, involves 8.6 acres east of Shepherdstown Road and south of East Elmwood Avenue, along the border with Mechanicsburg.


Alfred H. Heinz

Alfred H. Heinz, age 95, a resident of Laurel Grove Assisted Living Center, Manitowoc, died Monday morning, Feb. 5, 2007, at Holy Family Memorial Medical Center, Manitowoc.

Alfred was born July 4, 1911, in Manitowoc, a son of the late Fred and Matilda Ortmeier Heinz and spent some time of his youth in the town of Newton. He attended First German Evangelical Lutheran grade school. On Feb. 18, 1941, Alfred was married to the former Gertrude Zastrow at First German Evangelical Lutheran Church in Manitowoc. Alfred retired in 1976 from the Oil-Rite Corp., where he had worked as a machinist for 27 years.

Survivors include his wife of 65 years: Gertrude, whom he affectionately called his "Sweetheart" of Manitowoc; one daughter and son-in-law: Marilyn (Don) Boldt Butenhof, of The Villages, Fla.; two sons and daughters-in-law: Richard (Ruth) Heinz of Raleigh, N.C.; Gary (Ellen) Heinz of Appleton; seven grandchildren: Amy (Kurt) Flock; Sara (Matthew) Maples; Elizabeth Heinz, Jason (Brenda) Heinz, Eric (Stacy) Heinz, Collin (Angela) Heinz, Daniel Heinz; nine great- grandchildren: Melissa and Rebecca Babcock; Madeline, Emily and Susan Maples; Nathan, Nicholas and McKenzie Heinz; Brianna Flock; one sister: Milda Pleuss of Manitowoc; two sisters-in-law and two brothers-in-law: Irma Reseburg of Sheboygan; Richard Lade of Manitowoc; Arlene (Tom) Williamson of Manitowoc; nieces, nephews, other relatives and friends survive.

CLIFTON PARK, NY -- (02/08/2007; 1100)(EIS) -- Eight million Americans now own the protection afforded by long-term care insurance according to Philip C. Gallant, CLTC, CSA, Senior Vice President of New York Long-Term Care Brokers, Ltd. While most people associate long-term care insurance with nursing homes, a just-published study reveals the bulk of benefit dollars actually pay for home care or assisted living.

The American Association for Long-Term Care Insurance found that more than $3.3 billion in benefit payments was paid out to individuals during 2006 -- the highest annual payout.

The Association data reveals how those monies were allocated. They learned that one-third (33.91%) of the long-term care benefit payments were allocated for home care, almost 30 percent (29.63%) of payments went for assisted living costs while the balance (36.46%) was allocated for nursing home care.
